Interinstitutional Enrollment (IIE) allows degree-seeking graduate and undergraduate students to register for courses at other University System of Maryland institutions, while paying tuition and fees to their home institution (additional fees at host institution may apply). Courses taken through IIE must apply to the student’s degree progression. For the purposes of this program, “home institution” means where the student is completing their degree and “host institution” is the school in which the student wishes to take additional courses.
Completion of the Interinstitutional Enrollment form does not guarantee enrollment in the selected course(s). Students must follow academic policies at both institutions. Be sure to review the below eligibility and procedures prior to completing the request form.

UMBC Students
- Undergraduate students must have completed at least 30 credits (with the exception of ROTC enrollment).
- Summer & Winter semesters: available to graduate students only
- UMGC: Only graduate students may complete Interinstitutional Enrollment at UMGC.
- Undergraduate students must complete a Verification of Transferability (VOT) and attach the completed VOT to their Interinstitutional Enrollment form.
- Note: VOTs can take 1-2 weeks to process by the Registrar’s Office. Be sure to allow time for processing.
- All students must be enrolled full-time between both institutions (at least 12 credits for undergraduate students and 9 credits for grad students).
- Undergraduate students may not enroll in more courses at the host institution than at UMBC (at least half of their enrollment must be at UMBC).
- Meet with your academic advisor to discuss possible courses.
- Undergraduate students must complete a VOT form.
- Note: VOTs can take 1-2 weeks to process by the Registrar’s Office. Be sure to allow time for processing.
- Complete the Application for Inter-institutional Enrollment.
- Your academic advisor must approve and sign the form.
- After the advisor signs the form, it is routed to the UMBC Registrar’s Office. The Registrar’s Office enrolls the student in a placeholder course at UMBC and sends approval to host institution
- The Host institution enrolls the student in courses, if available at its discretion.
- Students may NOT adjust their interinstitutional registration on their own. They must contact the Registrar’s Office to request any changes.
- Students pay tuition at their home institution (UMBC), but may be responsible for certain fees at the host institution.
- Once the course is completed, the host institution will send UMBC a final transcript to confirm grades. Courses taken through interinstitution are calculated into the student’s GPA.
- Students are expected to follow all academic policies at both institutions (see #8 on the IIE application form).
- Students must submit the IIE form prior to UMBC’s and the host institution’s last day of schedule adjustment.
Incoming Students (non-UMBC students)
Please contact the Registrar’s Office at your home institution (where you are enrolled as a degree-seeking student) to determine if you are eligible for Interinstitutional Enrollment at UMBC.
- Complete the IIR form with your home institution. The student’s home institution will send the completed form directly to UMBC and the UMBC Registrar’s Office will register the student for the course(s). Students should NOT register for the courses themselves.
- Obtain any necessary course permissions, including prerequisite overrides, from the course instructor or UMBC academic department. Please note that approval from the home institution does not guarantee course availability or approval by the UMBC academic department.
- The course instructor will need the student’s UMBC campus ID in order to grant the permission (ex AB12345). If the student does not yet have a UMBC campus ID, the student may copy interinstitutional@umbc.edu on any email requests for permissions to the course instructor.
- The Registrar’s Office does not have the authority to override course prerequisites or permissions. These need to be requested from the course instructor or academic department. It is the student’s responsibility to request these.
- The student should notify the UMBC Registrar’s Office once permissions are obtained by emailing interinstitutional@umbc.edu.
